Climate change considerations are driving a number of government's policy decisions. One has to look no further than the notion of sectoral carbon budgets in the National Climate Change Response White Paper (Department of Environmental Affairs, October 2011), to understand how far-reaching the climate imperative for business will be in the not-too-distant future. The idea of a "carbon budget" is to determine e.g., for a particular sector, the greenhouse gas emissions budget the sector is entitled to emit, and then to implement measures that will seek to restrict the sector's emissions to the "budget". Another example of a climate-driven policy decision is the recent re-confirmation of the National Treasury's intention to impose a carbon tax on large emitters of greenhouse gas (Budget Review 2012). Against this background, this "Climate Change Business: Legal, Financing, Technical and Reporting" training course has been devised to prepare business and industry for a climate-influenced operational environment by: Providing the essential intellectual background to understanding how climate change influences policy and regulatory determination at the international and domestic levels. Explaining how South African domestic policy and regulation is evolving to take account of climate change issues. Elaborating on some of the tools that business and industry will need to use in planning their response to the new economic challenges posed by climate change. Such tools include those for measuring and calculating carbon footprints and reporting on climate change within the broader context of sustainability reporting. Who should attend? Executives responsible for operations and strategy who are new to climate change. Officials responsible for environmental and health & safety issues. Business advisors. Officials responsible for company reporting. DAY 1 Climate Change & Carbon Legal Training (IMBEWU) The architecture of the international climate change regime. Implications, for South Africa, of current negotiations on the future of the international regime and South Africa's pro-active international role and negotiation stance. Strategic considerations, for the private sector, of South Africa's emerging climate change policy environment, including an update on recent policy developments. Risks and opportunities for businesses. DAY 2 Carbon Management & Financing (EcoMetrix Africa) Conceptualizing the "carbon management" concept and common mitigation options for optimal carbon management within an organisation. Carbon footprinting. Financing carbon management initiatives. Overview of greenhouse gas mitigation projects, e.g., projects under the Clean Development Mechanism (CDM). Introduction to the technicalities of developing a greenhouse gas mitigation project including baseline methodologies, additionality and project documentation. Greenhouse gas mitigation project economics. Beyond basic project development: programmatic CDM, small scale CDM and voluntary carbon markets. DAY 3 Reporting on Climate Change (Dr. Zoe Lees) The business of climate change - sector overviews. Climate change sustainability reporting. Why we are reporting, scope of reporting, how reporting can work for you. The Carbon Disclosure Project and others. Carbon budgets. Legal issues for greenhouse gas mitigation projects implementation (IMBEWU) The implementation of greenhouse gas mitigation projects in South Africa, including practical legal issues, e.g. contracting for the purchase and sale of carbon credits; the legal nature and tax status of carbon credits in South Africa; and necessary environmental legal processes and authorisations for project implementation. Methodology The content and structure of the training workshop will be designed so as to: ensure relevance of the information; ensure adequacy of the information; provide practical information; facilitate attendee participation during the workshop; The training will be conducted primarily using Power Point Presentations. Know your facilitators Andrew Gilder (IMBEWU Director) is an admitted South African attorney and holds a BA LLB and a Legal Masters Degree in Marine and Environmental Law (LLM). Andrew drives IMBEWU's Climate Change and CDM Legal Specialist Consultancy Unit and is primarily responsible for all aspects of the Unit's work. Andrew has drafted and co-drafted various academic papers, including the interaction of the international and South African climate change legal regimes which have been published both locally and internationally. He is a regular speaker on a wide range of issues related to the climate change international regime. Henk Sa (EcoMetrix Africa Managing Director) is one of the most experienced people based in South Africa when it comes to the application of climate change mitigation and adaptation measures. In 2004, after working as a strategy consultant in the energy field at PricewaterhouseCoopers, Henk joined EcoSecurities and then moved to Johannesburg in 2006 to establish an African climate change strategy and carbon credit development operation. During this time, and afterwards, he developed numerous GHG strategies and CDM projects and methodologies including the Transalloys Energy Efficiency Project and the Highveld Steel Open Slag Bath methodology In 2009, Henk founded EcoMetrix Africa and continues to manage one of the most successful carbon consultancies on the African Continent. He is a regular presenter at energy, climate change and carbon conferences and has published numerous articles pertaining to the carbon market. Dr. Zoe Lees is an independent advisor in climate change and sustainability. Previously, she was head of climate change and sustainability advisory services at KPMG and director of the Goodwill Exchange. From 1999 to mid-2003 she was the executive director of the Business Council for Sustainable Development (SA), the regional partner of the World Business Council for Sustainable Development. In 1995, Zoe was acting director in the newly formed Gauteng Directorate of Environment and was a principal figure in the building of that department. Zoe was extensively involved with the UN World Summit on Sustainable Development (WSSD) hosted in Johannesburg in 2002. She was the founder of the Johannesburg Stock Exchange's Socially Responsible Index and remains on the board. She was on the boards of Rand Water Foundation and Khula Finance Pty (Ltd) and is currently on the board of SANParks. Her doctorate, which focused on the biological cleanup of oil-contaminated soil, was completed with Shell SA at the University of KwaZulu Natal in 1995. She is a Fellow of the inaugural class of the Africa Leadership Initiative-South Africa and a member of the Aspen Global Leadership Network. |
